Norwalk Man High On Drugs Attempts To Kidnap Child From Car, Police Say

A Fairfield County man who police say was high on drugs was captured after allegedly attempting to take a child out of a car and from a woman.

The incident occurred in Norwalk around 5:30 p.m. on Sunday, Aug. 6 in front of a home on Bouton Street.

Norwalk Police patrol officers responded to a report of a man who tried to take a child out of a vehicle. The woman told police that once she unbuckled the child’s seatbelt in the rear of the vehicle, an unknown man reached into the vehicle and began to remove the child from the car, said Lt. Joe Dinho of the Norwalk Police Department.

The woman told officers she was able to hold onto the child preventing the man from taking the child.

She reported that the man then asked if she wanted to sell the child and offered her money. The woman managed to drive away and called police, providing the suspect’s description, Dinho said.

Responding officers quickly located a man that matched the given description, who was slurring his words and appeared to be under the influence of an unknown substance. 

The individual was then identified by the woman as the man that attempted to take the child.

The suspect was arrested and identified as Jose Domingo, age 37, of Norwalk.

He was transported to police headquarters for processing, where he was found to be in possession of a substance that tested positive for cocaine.

Domingo was charged with:

  • Risk of injury to a child
  • Kidnapping 
  • Breach of peace
  • Possession of a controlled substance

He is being held on a $150,000 bond and is due to appear in court on Monday, Aug. 21.
